Penn Medicine and IBX Team Up to Build 18+ Surgery Centers

Penn Medicine, Independence Blue Cross and Regent Surgical Solutions are partnering to develop at least 18 ambulatory surgery centers, according to Becker's Hospital Review. The three will form a new company to own and operate the centers, spread across Penn Medicine's service area in Pennsylvania, New Jersey and Delaware. Timing, scope and economic impact will depend on how the venture rolls out.

What makes the deal notable is who is at the table. A large academic health system, a major regional insurer, and a national ASC operator are aligning in one entity. Payers and providers usually sit on opposite sides of pricing. Here, both share an incentive to move procedures out of costly hospital operating rooms and into outpatient settings, where surgeries like orthopedics and gastroenterology increasingly take place.

The move fits a broad industry shift toward outpatient surgery, driven by cost pressure, patient preference and expanding lists of procedures cleared for ASCs. For Independence Blue Cross, steering members to lower-cost sites can reduce spending while keeping care inside a trusted health system network.
